You don't "need" a website, though it would certainly help your business to have one.
There are a lot of free websites out there. Many are created specifically for escorts, where you just fill in a template and upload your pics. There are also other "create your own" websites such as wix, which are not specifically for escorts but many escorts have used them to create their own sites. You can always use something like that to start out, and then build a custom site later when you are more established.
You don't need a website to post ads on TER. You also don't need to have a TER profile. You do need an internet presence though. If you post an ad on a TER ad board you must link it to another web presense. It can be your own website if you have one, (but the website in turn must also link back toTER), a profile on a verification site like P411, (You probably don't have that, because you need to already be established to get membership there), or an ad on an ad mall such as EROS or City Vibe. There are many other ad malls that are allowed but there are some that aren't. An ad site that also has reviews is not allowed. Also BP is not currently allowed, (but for different reasons)
As far as pictures, mrfisher will tell you to get professional photos and that the investment is well worth it. Many others will agree with him. Personally, I prefer more candid amateur photos. I always feel those are more likely to represent the woman I will see when the door opens. There are also many clients who think like me. For that reason it is best to have a mix of pro and non pro shots on your website and ads to appeal to a larger number of potential clients.
As to the NY board and ad board, it is definitely geared to NYC, but I have seen posts from other cities in NY state. You should be able to post your ad on the NY ad board and state where you actually are. The other cities board is also an option. If it wasn't opening for you it was probably a temporary glitch. It should work now. Other options may be nearby cities or areas outside of NY that are somewhat near you, that have their own boards. Not knowing where you are, I can't tell you which boards might work for you. (Philly? New Jersey? New England?)
As to your profile on TER you will get it (and an ID number) when you get your first review. The first reviewer creates your profile. Once you get it, you can ask to link it to your username. That will give you Free Limited Provider VIP, as well as having a direct link to your reviews every time you post on a board. You will also be able to correct or update your profile once it is created by a reviewer.
