agency environments?

Don't know if this is something better for the Dallas board but, since I'm a newbie, I thought it best to post here.  I'm getting started with the hobby (first visit is tomorrow with an indy) but get the sense that going to an agency is an easier way to get the "seal of approval".  In reading some agency provider reviews, however, I note references like "mattress on the floor next to the wall", which isn't at all what I'm looking for.  How common is this environment?  What's the best way, if you utilize an agency, to ensure you don't walk into a film noir movie set like that?

I've searched the boards on this and didn't see anything definitive so I apologize if I missed something.  Thanks for sharing your wisdom.
