i read the criteria for ratings. how come you dont give special points for bbj or cim

Them that have the gold, make the rules.

In other words, TER can decided what ever way they want it to be.

In fairness to the providers, I think TER doesn't want them to feel like they have to compromise safety for ratings.

In reality however, I think things like BBBJ do get factored into ratings, IMO.
