You can take precautions against ending up in the room with a Lady Cop.  Outcall (she comes to you) is one, though this opens you up to rip off schemes because it being your hotel room (or god forbid your home) erases any anonymity and makes you less likely to fight the rip off.  But, cops are less likely to  send a Lady Cop into unknown territory, behind a locked door, with a strange guy- they prefer to bring you into their trap (Incall).

Also, of course, you can use searching like TER, and Google, to identify if a history and good reviews exist.  Lack of history = trouble.

BUT, if you had a Lady Cop in the room and asked to lay naked together for $, you'd go to jail. It might not technically be illegal in your jurisdiction, but it woudl be damn close enough and the cops would bust you anyway.  

To answer your question directly, the offence in my neck of the woods is called "solicitaion of prostitution" which means the offense is any offer of a sexual act for $.  And the courts, since some decisions in the 90's, are broad in allowing cops to use common sense to define the transaction, so no cute code words or dodges ("donation" in an envelope placed down without discussion)- ie if you and the girl can figure out you are doing the transaction, so can the cops, and you'll be busted.

But, good news, if she takes $ to lay there naked, no worries to make moves later, because you know she's NOT A COP!  Cop Ladies don't get naked to help prove the offense, trust me.
