your clients have to write them for you, you can't review yourself.  It has to be written by a hobbyist who has seen you.  If you know that a client is a TER member, and you feel sure he had a good time with you, simply ask if he will write a review.

To post an ad, I believe you have to have the TER badge as a link on your website, someone correct me if I'm wrong.  As the previous poster said, read the newbie manual on this page, it should answer many of your questions.
