1) I've met a provider who'd I'd like to help get on the board. She has reviews already. How does she claim her TER ID? Does she have to pay?

If she wants to read all the details of her reviews, assuming she has them she already has a TER profile, she can ask for limited VIP membership.   She will have to contact admin for that.  

To give a WL referral, she has to search for the client's handle in the reviews section.  Tell her to read the self help center on the newbie board, it will tell her how to give a referral.

Go to the TER web site. Become a free member the same way you did. You say she has reviews so she needs to contact administration by "contact us" and ask them to connect her TER handle (That's the name she made up to be a member like yours is AZDirtyOne. Note her TER handles doesn't have to be the same as her provider name.). Once that is done a statement will appear under her TER handle whenever she posts on any discussion board. The statement will say "See my TER reviews". It will be a link to her reviews and profile so guys here can check out her info.

Also if as you say she has reviews here already then she already has a TER ID# and it will be listed at the top of her TER providers profile.
You can search for her reviews by her country, city, provider name, and phone number (the one she uses for her provider business). Once you know her TER ID# you can search for her reviews by that.

To give a White List referral, she can search for the client's handle (your handle) in the reviews section. Go to Reviews (at the top of the page), click Search by reviewer, enter the client's TER handle (your TER handle). Your reviews will come up and she will be able to White List you from there. (Note: white list is also called a "referral")
