If a provider only has one review on TER, is there anyrisk of her being LE.  does it depend on the reviewer, what if the reviewer only has 1 0r 2 reviews.  Should i be more concerned then. if she was reviewed by someone who has already posted a decent # of reviews are the waters safe.

It pays to do thorough research, especially as a newbie. However, keep in mind she may have reviews on other sites (for example, I haven't been active on TER long, so my resume here is slim, but I've been well reviewed elsewhere). Do a Google search on her name, email address, phone number, etc. and see what comes up!

This is also a great way to find alerts. Not to discount the concern, but you're far more likely to run into a bad/rip off provider than LE.

Everyone has their own definition of "well reviewed" provider.  Typically a half dozen reviews by members who have themselves done a half dozen reviews of "well reviewed" providers.  
The fewer the reviews the less certainty of the experience.  1 review, even by an experienced reviewer, still has a lot of variation.  An inexperienced reviewer is still TOFTT.
