However, I still cannot access VIP sections, still show as Basic member
I thought that I would be given 4 days of VIP access....

Detail the problem reports in your note to them.

Can you link the clause specifically about problem reports?

This has been addressed in the past.  Before you can receive problem report credits you must first become a VIP member.

Maybe there's a delay, everything else on TER has a delay. Or did the 4 days come and go.

Read the 'How and Why to Join' FAQ. Additional days' credit for Problem Reports are added only after you've had two reviews approved.
