If you see "See My TER Reviews" above or below the little yellow envelope under her name (like mine!) that means she can receive PMs.  

That might not be the best way to get ahold of her, though, so if she mentions a preferred contact method in her ad or on her site, then I'd suggest following that.

As Debbie said, if you see the "see my reviews" link under their handle, then they have the Provider VIP. Also if you see "send PM" on their review profile, then they have their reviews linked and can get PMs.

Providers can also pay for full VIP like everyone else, and while most who pay for VIP also have their reviews linked (thus meaning they have the Provider VIP also) there are a small number of providers who have VIP, but do not have the linked profile. Some are new and don't even have reviews to link yet but have paid VIP.

Bottom line, if they have the link then they can definitely receive PMs, but as lopaw said, some don't respond and some don't even know. If they don't have their reviews linked then there is no way of telling if they can or can't receive PMs.

Before you opt to PM a lady on here, it might be a good idea to review her ad/website to determine what her preferred method of contact is.
