Is it possible that LE would or could create a fake provider on TER and then write Reviews for said provider?

rather unlikely.  It's time consuming and probably not cost-effective for them.  They also would have to write the reviews from different computers with different IP addresses.  They can catch a lot more of us 'bad guys' by setting up a sting in a motel, and placing an ad on a site like backpage.

With a degree of confidence close enough to 100% to be statistically irrelevant, I would say that vice in most of the major cities have a presence here and use this site in a similar fashion to us, only for their pointless, tax-dollar-wasting purposes.  As to what you suggest, I think it's much more likely that they pose as hobbyists to go after the providers.  

That said, I agree in part with what Swim says in that cops are also notoriously lazy so there would absolutely be a ceiling on how energetic they are.  While they may create an identity, the likelihood of them generating enough reviews to pass my muster is pretty slight.  Of course, this question underscores the value of research and also highlights a key reason why I like setting up sessions with well-known adult film actresses: if I go to meet Claire Dames and that's who answers the door, I quit worrying whether or not she's a cop!

Setting up a fake profile & all the identities for fake reviews is not worth it...   Now a high value target like a big agency, trafficers & such might be an exception...    MOST LE need to make a few busts to show they're cracking down so they can get to real Police work.  The easiest way is through the ad sites, throw up an ad make a few busts over a couple of days...  

The other type of busts are acting on complaints...  info from neighbors who want providers out of their neighborhoods or even other providers to bust or scare competition off...  

This hobby must be discreet.  If it's not discreet, stay away.

I admit this posts topic is the only reason I can't seem to set something up. Can anything to be said to quell my fears? I know who I want and she seems legit but I can't get that underlying fear out.

Meet a girl you want to see out for coffee or wine/drinks. You'll have to pay for her time, usually at a bit of a discount but it will do a lot to ease your nerves. Never mention sex (anytime) or money; you should know her rates ahead of time. If she's reviewed by a number of guys and you watch what you say you have almost nothing to worry about, especially if you do a meet and greet.
     Take a deap breath and have some fun. If you're really nervous it will be hard to enjoy yourself.
