Is it safe to conclude that they are not LE because they provide outcall service?

I do not know that I would call it safe to conclude anything, especially if it is an outcall to a hotel.

While it is true that most LE stings are set up as in calls it is never a good idea to assume anything about the legitimacy of any provider without doing the proper research. Trust me, there are worse things that can happen to you than an LE sting...

I will never do an outcall on a first time appointment.  If they wanna see me, they come to me.

Once I have seen someone, yes..outcalls are ok.

I've even heard of a set up at a residense. Luck for the lady, she continued on past the house after arriving early and seeing suspicious cars parked in the driveway and people milling around on the front porch.
