Review credits are ADDED to your day-balance but will not defer, delay or cancel an automatic payment. The biller (you are using CCBill?) is just an agent for TER and doesn't know your day-balance, just that you set up auto-billing.
Autopayment is not "monitor my day-balance and bill me automatically just to keep my day-balance at 30 or a little over so my VIP doesn't lapse"; it is a regular repeating monthly charge regardless of day-balance.
On another note, I think that some people have posted having problems trying to cancel autopayments with CCBill (not just TER, but CCBill in general). Even after trying to cancel, they get charged month after month, sometimes to the point where they instruct their CC company to block charges from CCBill or even just cancel that card and request a new CC# from their CC company. But, maybe that's changed ...
Lastly, if you are new and haven't submitted reviews before, you might notice that it might take a while for your initial reviews to post, either due to errors of style or content (unapproved; edit and resubmit) or plain old delays.
I am currently a VIP, however, I bought a month membership. My question is, if I submit reviews does this extend my membership? Does each review add 15 days or do you get auto billed every month?

you cancel them. TER has (mis)labeled this as 'Cancel Membership', found under the 'Concact Us' link. It won't affect your membership, just change it to non-recurring.
However, VIP credit for reviews doesn't kick in until you've had two reviews approved. You get 30 days credit for that, and 15 days for each additional review.
