Ok I am new at this so excuse the stupid question, but some providers do not post donation details but indicate one must call. Works easily enough with English speaking people but when you are asking someone who does not speak English well discretion is almost impossible. I can't imagine people want to haggle. Can you call someone out in a review for being goofy even if you did not have an encounter?

At best it gets into a very undelicate haggle situation, and at worse you could be being set up.

Discussion of rates, etc. should never happen over the phone or email.  She should list them on her site or ad to avoid that situation.

No you cant. If you did not see her you are not supposed to review her. I have had a few flakes that pissed me off and I did not even see them, but TER rules are that you can not review someone that you did not see.
