The person sending PM does have a way of knowing if their recipient is a VIP. If the recipient isn't a VIP the PM will come right back and tell the sender there is a problem sending the PM or unable to send .. non-VIP's don't have access to PM and cannot send or receive it.

This is the newbie board.  If you're not interested in learning something new, go elsewhere.  I'd bet 99% of the TERmites posting on any board don't know at least one of the things in his post.

However, I have always found the reality to be as you described.  Perhaps the difference is in whether or not you ever had a VIP membership.
