I'm a newbie here to the site and I am confused a little to how this works.I can't seem to post i was wondering if it was because the VIP is a Have-to-have or can I not get a basic membership. I am located in Milwaukee Wisconsin, and advice would be great for me right about now.

You can get to it thru the first post on this board or the link at the top of the page.  You can post with a free membership which you have done.  When you get your first review, you will get a profile page, an ID number, be able to ask for your handle to be linked to your profile, and ask for limited VIP provider membership.  The VIP membership will let you read the juicy details of your own reviews, but not those of others, for that you must pay.

You can post ads on the Wisconsin board, post pics on the daily photo board also.  Ad guidelines are in the self help center.  If you still have questions after reading the self help center, come back here and ask.

...you can post but being new you are moderated. All new members are. TER board admin checks your posts before they go live. It takes anywhere from minutes to hours to show up. Be patient and keep posting, after a few months showing you can follow the guidelines you can use Contact Us to request being un-moderated.  

 
Read the TER Instruction Manual posted at the top of the page. Especially "Some Info for Providers " and "Ad Posting Guidelines ". After reading ask questions here on the Newbie Board.  Welcome.
