Whats it mean when some one writes a review and say no vip but seems to say they got full service?

VIP can refer to a TER member's status regarding whether they can read reviews and send PMs, etc.

I doubt that's what they mean however if they are refering to the escort they are reviewing.

The second is that some escorts have a so-called VIP level of service (Often includes things like anal, but could also refer to FS, CIM and similar activities.)  Maybe the reviewer is saying that he did not opt for the more expensive VIP level but still got FS.

If you could give the context it would help to us to know.

something like "For non-VIP's, she is worth it and I will repeat" followed with "VIP's read on"

The juicy details are only available to TER members with VIP membership.  The small cost is more than worth one bad experience.

...He means if you are a basic member of TER and don't have (pay for it or write enough reviews to earn it) a VIP membership of TER (Non-VIP) he recommends that you see her because he liked her enough to repeat.
He knows that a basic TER member can't read the juicy details of the review (by which you could then decide for yourself)  so he is letting you know he had a good session and she is worth seeing again.

It's a grammar issue:

"... and she was on her way. Non-VIPs I will repeat " should have more punctuation.  And I'll add a few extra words, too:

"... and she was on her way.  [To those of you who have not paid for TER VIP membership and remain] Non-VIPs[comma or colon], [I am telling you that] I will repeat [which means she is good enough for a return visit.]

Can't say anything about FS without seeing the VIP profile (all info disclosed) and reading the VIP Only detailed review. His General Details "I will repeat." is saying that he had a good enough time to go back.  Maybe it was non-GFE, maybe it was S&M, maybe it was vanilla, but he liked it.  You just can say anything more.
