If you are not a provider your TER ID is your handle. You do have an ID # but it isn't used for anything and many don't know it. If a provider wants your TER ID for screening give her your handle. Though being a newbie your handle won't really tell her anything.

That is shouting, and is not needed here.  If you are a provider, you will be assigned a number when you get your first review.  If you are a hobbyist, your number should be on any review you submit.  In either case, you don't set it up, TER admin does that.
