Since it's come up a few times, I'm gonna share my views. Let me be clear; these are not TER rules, but my interpretation.
I often unmoderate someone when I see that they have a history of responsible posting, before they request it. I rarely respond to requests for it, unless I feel a dialogue is needed. If a user post predominantly on another mod's board, I do not step in, except to forward a request.
I would love for everyone to have the opportunity to exchange ideas freely, but moderation has a role in keeping damaging information off the boards. I don't keep statistics (even I'm not that anal retentive, lol) but a high percentage of moderated posts get changed in some way before appearing. Examples would be changing what board it appears on, removing pictures, or editing out "bad stuff" like...KIDDING.
