The term GFE itself is full of all sorts of ambiguity. It applies to a wide range of things.
Duckbill's advice is good. My goals in hobbying are a little different than his – I don't want my provider to be like my S.O. I've already got one of those. I want her to f**k like a bunny rabbit. Sometimes a GFE provider will do that. Sometimes they are described as GFE/PSE or just PSE. This is some of the least defined nomenclature in hobbying.
I don't know where you saw this phrase. Never, ever, believe something you read in an ad on Craig's List or Eros. Either you work off the TER reviews (or another reliable site) or it's a crapshoot.

you can sometimes get a real sense of a lady's personality as well as appearence from her website, blog, and / or TER presence.
but if you want to know what to expect at the detail level, her reviews are the only source to trust...
be aware in reading reviews that some are inflated to make the reviewer look good - strain out the facts (ie services specifically mentioned) and do not place much emphasis on the gloss...
