I am newbie hobbyist, I want to know if Incall at providers place is legally safe?

I may depend on where you are and how active LE is in enforcing the law.  In some areas escorts operate with little harassment.  Other places try to crack down on all forms of adult entertainment.

Using independent escorts is less risky than other other forms of the hobby.  Incall in a private apartment may be a little harder for LE to set up.  But the only way to be completely safe legally is to travel to someplace where its not a crime  (Brothels in Nevada or another country).

No location is "legally safe" my friend. What you are involved in is against the law unless you visit one of the legal brothels in Nevada.

The only places that are "legaly safe" are places where sex for money is legal.  
In tiny Rhode Island prostitution is technically legal if it occurs indoors in a private place.  LE knows this & doesn't waste their time on individual girls...  but don't get caught street walking or transporting or keepng a house of ill repute.  Massage joints get harrassed for building and fire code violations.
A year or so ago, LE ran a sting & got RI girls to cross into neighboring Seekonk, Mass hotel (outcall) where they were busted.
