I'd like to provide a review of a provider, whose colleagues' reviews and the number of the agency can be found in TER.  

So what should I enter to the required TER ID field, when I can't find her TER ID under the search of that agency?

The id is not a required field (If you notice the fields with "*" are not required).
TER will assign her ID number when they post the review. You do need to fill in a website or ad link (the agency website will probably be good) also I believe there is an area for agency name.
