Some agencies do have reviews and actually encourage them and link them to their site. Just as with independents, if you do your research you can separate the best from the rest. And the rule of thumb of "You get what you pay for" often applies - an agency that charges more will likely have more high-end providers than one that charges less.
All my previous encounters were with indies until I saw a specific lady from an agency who had great reviews - consistent 9s and 10s - and had the best time I've ever had so far. In fact I'm seeing her again this week for a longer session and a glowing review from me is in the works.
Agencies also have some advantages - only one screening for example. If they already know you then you don't have to be screened again if another of their ladies takes your fancy. It can also be easier and faster to schedule with them. Also, if the lady has to cancel for whatever reason they may be able to give you the option of seeing someone else of your choice for that appointment - something that obviously isn't likely to happen with an indie.
IMHO you certainly shouldn't steer clear from all agencies - just the ones that don't have reviews.

I was just wondering how legit agency providers are. Since the girls don't have a TER profile I can't really see there reviews. Should I steer away from agencys or is there nothing to worry about?
The only difference to me, is that, you can get a girl within an hour with an agency. But,I would prefer indies for that they are more devoted to their jobs since there's no cutoff by the agencies.As long as the indie has a bunch of positive reviews, I would go for an indie.
If an agency girl has been reviewed she HAS a TER profile just like an indie would. There are plenty of well reviewed agency girls on TER. In fact, most of my reviews are for agency girls.
Are they "legit"? Well, if they are reviewed you can see for yourself. If they are not...well, I wouldn't risk it.

I use agencies almost exclusively. Between my favorite local one, and a couple that send girls to town frequently, there are more girls than I have the time or money to see.
