I was curious about this and couldn't seem to find it in the Search queries. I know backpage is crawling with LE. But on some advertisements, I noticed providers would not work with African Americans. Is that a sign that that particular ad is likely not LE? Would it be legal for LE to specifically exclude certain races in their ads

I don't think you can confirm/deny LE involvement by ad copy alone.  In most places, this is an illegal business...cops posting discriminatory ads as part of a sting is plausible (they'll do anything to make the ad look authentic..otherwise the sting won't be very successful).  

Rather than resorting to decoding the hidden meaning in the ad copy, follow the oft quoted advice on here:

1) read all the self help and newbie board content that you can, lots of good advice to be found here
2) become a VIP on TER if not already, you'll be able to read reviews and communicate on the "back channel" via the pm system
3) see only well reviewed ladies

Exclusion of black clients is quite common on all ad sites.  I have seen ads by black providers who would not see black men.  There is no specific sign that tells you that the ad you are reading is legit or posted by LEO.  In addition to what secretme told you, I suggest you read the self help center.  There is lots of important information for everyone in there.  Otherwise, sm's advice was good.

The whole key to staying safe is doing your research.  I've said it before and I'll say it again, look anywhere you want, but before contacting a provider, do your research, reviews, pictures, phone number, website, check it all.  Remember, this is not the only review site, just the biggest.

If it's legal or if it will stand up in court. The goal of humiliating and outing you has been accomplished long before you see a judge. Do your research and don't rely on code words in an ad to keep you safe

Could they be? Yes, but unlikely. It would be very stupid to exclude certain races when most cops are racist, and assume all pimps and drug dealers are black. Soooo, they would target that group, not exclude them.
