I guess it depends on whether she thinks you're not too bright.  That sounds like a scam to get away with less, and get you to come back anyway.  It also sounds like you used the head with no brain to pick a date.  Use the reviews here, and that shouldn't happen.

she has a full GFE menu, she just doesn't allow a few things and it's those things that she wants to do next time.  i was just wondering if it's normal for a provider to open up closed items on the menu.

not included on a first date should be avoided. Pretty simple. Ladies who withholding services in order to lure you into a second date are to be avoided.

Greek, for example. She might not want to offer it to everyone and might not want to "get ready" for it for every date, especially new ones. She might want to make sure she would feel comfortable accommodating a particular penis and might only offer it for the next date, once she's had the chance to see it and get to know you a little more than having just met.

The OP made no mention of the lady "withholding services" only increasing her menu to a gentleman that she may now have a greater comfort level with.

Now if she had stated on the first date that she would not do _______ until the second date, that would be a different story, but the OP made no mention of that.

Unless I am misreading the OP, he had a date with a lady that went well enough for him to see her again. Apparently she felt comfortable enough with him after that first date to offer him services that should might feel comfortable offering to a stranger. Sounds like a good time was had by all.

To the OP, please remember that if she is offering you services "not on her menu", it would be in extremely bad taste to mention those "extras" in a review, you might find yourself not only having those "extras" off the menu once again, but she might feel betrayed and refuse to see you all.

We have had several dates and I was surprised she offered.  Needless to say I'm very stoked and sadly for you all there's nothing more I wish to say on the subject. ;)

I have seen many providers who are not GFE and are not advertised as such. Some have given me "extras" on follow up visits such as BBBJ, or CIM.
When that happens, it is not a good idea to put that in a review.

On the other hand, if a provider would tell me there would be extras on a second visit, I would view it with some skepticism. You have to determine if it is a ploy to get you to return or an honest business decision on her part.

that is beyond her normal menu, do not include it in any review.  Also, if you get really lucky and a lady gives you extra time or you take her to dinner off the clock, do not include that either.  Old navy saying, "loose lips sink ships."  If you spill the beans, she will blackball you.

You've not given us much information to go on.  In my limited experience, the promise of more on the next date...  kissing, or maybe bbbj instead of cbj...  just seems like an excuse for poor or limited performance.  I have seen reviews that read like this!!  I don't believe that a second experience would be much different...  
Greek is the only exception... size does matter & extra prep likely.  
Return visits??  Only if the initial visit was enough on it's own.  Be your own reviewer.  If she didn't do it the first time, likely she'll not next time either.  
I have had providers give more as we got better aquainted over several meetings...  but they did not need to LURE ME back with promises.
