Besides the obvious for INCALL offerings, (ie...proximity to your work, parking, safety, cleanliness, etc) what more do you think is necessary?

Also, are you adverse to professional screening services?

It's a Catch 22 if you're new and new in a town and new at this to build up new friends: Not enough money to afford an upscale hotel for a week so cannot afford to offer INCALL  and then, CANNOT attract clients if one doesn't offer Incall in the first place.  I already appeal to a market niche...it's already generalized/specialized so fewer calls.  This girl just wants to have some fun.  

Detailed, honest, polite comments appreciated. Really WANT to meet up with new friends but am at an impasse. Oh, and yes, I get that professional photos are needed but that's another Catch 22....need new friends to get new photos (smile smile).

Don't know what 'market niche' you appeal to, but I'll try to give some suggestions.  You need a website if you don't already have one.  There are several templates out there you can use, and some are free.  As far as pics go, to start with have a close friend take some digital pics.  Professional pics are nice but many guys prefer natural pictures over professional ones.  

For an incall, it doesn't have to be a 4-5-star hotel, but preferably one where the rooms open to the inside, not parking lot.  Once you have established some regular clients, you can always upgrade your incall.

accessible location is mixed.  I don't ever play in my own neighborhood...  too much risk of my vehicle being seen.  
Photos need to be high quality but not necessarrily professional.  Modern digital is capable of very high quality.  Take a lot of photos & be selective.  Get a friend or sympathetic client to help but make it YOUR camera...  so no risk of photos leaking out.  
Free template sites are find to start...   You don't have to use every feature or fill in every blank!  

You do need a separate work phone & email address.  
You probably don't want to use the same hotel all the time...   a week is too long in one place.   Stay away from motels or places where the rooms open out...  
If your client base is small right now...  either outcall (to the client's hotel room or they reimbuse your cost) or only get a room when you have meetings scheduled.

The TER local ad boards get very good response from clients, so start there.  You will need to advertise as an outcall provider, and see if you can get some of the clients to take you up on seeing you.

You might even want to offer some incentives (specials to established TER members) to see if they will bite and see you.

Every girl who has built her franchise has had to make sacrifices in the beginning.  Sounds like this is where you are now.

And don't worry about pro photos.  If you are attractive, that should come across just fine with an iPhone picture.
