a good friend of mine is taking calls for a lady who has a site with fake pictures. she said that this lady uses fake pictures from a model. This lady suggest to my friend to design a web site for her with pictures from a model, but I told her she can get in trouble for that, but what are the exact consequences? i want her to know all the insight. Two major problems if she uses pictures of someone else, rather than herself. If the word gets out, like a review on TER, many guys will assume she's fake as well. The second problem is, that when the guy shows up, sees it's not her, it's hard to tell what he might do in his disappointment. There's a good chance that it will negatively effect his experience of her, resulting in negative reviews, or he may just turn around, and not stay for the appointment.
There are technically legal issues associated with using someone else's photos. This is especially true if the photos are copyrighted and/or are of a professional model, star, porn actress, etc.
I doubt that this often comes down to actual legal action, but probably best not to try it, especially in association with this Hobby in the US. Illegal in and of itself.

Legally, I doubt that your friend (the booker) would be in any trouble... in as much as providing is not legal in most jurisdictions.
However, what if a prospective client asks "Are these her real pictures?" If he says "NO", then the prospect goes elsewhere. If he says "Yes" and the client presumably figures it out, then the booker has ZERO creditability. Not only will the client not see the provider again, he will not see anyone the booker represents.
If the booker will lie about one item then I'm going to assume everything else said is also lies.
There are "providers" who get reputations as liers, scammers, etc. It becomes increasingly hard to getr clients. A lady's "stage name" is like a company name... it builds good will & good will leads to repeat business.
My ATF (All Time Favorite) became my ATF because despite some rules, she treated me right... so I've seen her often over 2 years.
I would urge the booker to encourage the provider to get some real photos done. It's ok to use the best angle... I see providers with both pro pictures & snap shots. Just make them real, please. skb
