Can you get arrested just for agreeing to meet over the phone?

Lets say you agree to "full service GFE" over the phone for $400 with an escort. I know this technically CAN get you arrested but how likely is this to happen? Does it happen often or do busts usually require you to go the the escort location and hand over money?

Also, if an escort posts ads on eros, backpage, bodyrubs, and several other sites, requires either references or RS2K verification, has specific preferences (eg. do's and don'ts in regards to contacting her), has a disclaimer on her ad, has around 5 reviews on this site, and has many pics (both nude and clothed), is it safe to assume that she is definitely legit and not a cop?

Most crimes need some sort of action toward committing it.  Even conspiracy to commit a crime needs an action.  You get nabbed for solicitation because you are there and your presence is the underlying act as intent to follow through.

so while technically you described a violation...  it's not worth LE's time to track you through the internet & then try to build a case...  unless you are a high value target!  Typical stings, one person in the room is an undercover cop.  It's not you.  It must be the other party.  LE is very good at getting you to say the magic words needed to bust you...  or hard of hearing so they might erroneously THINK you said them (tell it to the judge!).  It's so much easier to scoop up Johns that show up.  
No, it's not safe to assume.  There is nothing that is 100% safe.  Nor can it be.

I read a couple of posts in legal corner. It's said that you will be arrested when you walk into the room. No matter if you said something.
