I'd like to think that I am not dumb but I cannot figure out where to list myself as a new provider available.
Yes, I see that part that I must wait for someone to review me, but I see a section that shows providers in a given area and they have no reviews. How do I get listed among them?

Just go to your local board and post your availability, contact info, rates, etc., and you are good to go. You can only do this once every 7 days. You should also read the Newbie/Self Help Manual that is linked on this page and know all about TER's rules.
As for your photo, are they on an internet site such that you can copy and paste the URL to the photo URL window that comes up each time you start a post?
If not, you need to do that, and then your photo will come up when you post your ad.
