If clients are asking thinking they need an ID number...

assure them it is not necessary.  
Just fill out all the fields as best they can, and TER will take care of the rest.  

 
Keep in mind that TER often wants a follow up review before they will publish a review, especially if the reviewer is also a first-timer.
