Horrible experience with provider, but never met. Write review?

I just experienced one of the worse  meeting scenarios since 2012.  I won't get into great details here, but should I write a review of the provider even though we never met?  She was 45 minutes late, no communication and leading up to the original meeting time the information provided to me was clearly lies, as the information from her assistant contradicted what she told me via text.

Review or no?  I don't want to waste my time just to not have the review approved.  Oddly, this is a high end provider with almost 4.5 stars...I don't know what the heck happen.  Very irritated.  Basically waited almost five hours for a no show and a half hearted "apology".

That is one of TER's strictest rules.

You may, however, post a warning about this gal on your local board to as to advise others.

Thanks for the response, but not worth the time.  Most locals don't read the local boards and honestly this experience was likely an outlier.  Her reviews are all 4-5 star.  Don't know what happen, but what a waste of 4-5 hours and 80 minutes of driving.

...to the vast majority of hobbyists at one time or another.  I would give you the usual advice - stick to well-reviewed providers - but you did that!

One thing you should do is have a hard and fast rule about how long you should wait.  I will never wait more than 15-30 minutes before leaving.  In your case, you had a longer drive, so maybe you should wait an hour when you have to drive that far.  But five hours is waaaaay too much time to wait for anyone.
