I don't know of any in my area (San Diego) but I am aware of two in Las Vegas, one of which is so strung out you'd have to be crazy to touch her anyway. The southeast and DC areas are high-risk areas as well.

The bottom line is there are no guarantees and every meeting is a risk. Even if they got tested after every encounter, they could be dormant carriers or newly infected. Admittedly, I've run up into a provider or two bareback just because she seemed clean, and luckily, I haven't paid the price. I try, however, to let the big head do the thinking most of the time.
