The thread below (see the link) explains the differences between the two types of VIP: limited VIP and full VIP.
The limited version is available only to providers, by linking your handle to your profile--which you haven't done yet, assuming a profile exists--and full VIP, which any TER member can get but it requires that the full VIP status be acquired somehow, by either paying for it or getting VIP days some other way (writing reviews, which providers can't do; submitting Problem Reports that are accepted--2 VIP days each; or having points gifted to you by someone who has full VIP).
