Mini reviews are intended for guys to review touring providers while they are in town, as a full review might not post until they have moved on.  This way, if a really good provider is in town, local guys who want to see her can get some encouragement to make maybe a last minute date.  They are not allowed for local providers, I found this out when I asked some time back because I wanted to do a mini-review on a local, but found I could not.

I agree with the policy of only allowing them for visiting providers, so the regional boards are not flooded with minis of local girls.  They do not get the reviewers any VIP days anyway.
