(Directly above your post, as of now) he third link in there is the provider ad posting guidelines. Read it well, then post your ad. Their rules are kind of strict but not very difficult to follow.  
Here's a very basic summery of the ad posting rules:

You can post one ad every 7 days on your home regional ad board. You can post replies to your own ad within the 7 day period but can not start a new ad thread.
You can also post an ad on other regional ad boards if you are touring that city, but you must have the tour dates in the subject line. (Same 7 day rule)
Your ad must have a link to another internet presense such as an ad on an ad mall (like EROS) or a profile on a verification site (like p411) or a link to your personal website if you have one. However if you use a personal website link the website must also have a link back to TER.  
That's it in a nutshell but do check out the actual link with the rules.  

I would recommend that you read everything in that "TER Instruction Manual" also known as the Self Help Center. There is a lot of good info in there. If you still have issues or are still confused, come back and ask here.
