The police could tell a visiting provider that she might be able to cut down some jail time and embarrassment if she uses the rest of her time in that jurisdiction to help set up gentleman.

We can never know for sure but I could play out a variety of situations about the pro's and cons of local vs. visiting. But either way you still have a risk of getting arrested  and that is something you just have to deal with in this hobby
