A good place to start is reading the self-help center and reading back a few pages here on the newbie board.  
 Using your regional ad board to post a free weekly ad can help generate interest as can posting on the photo only board and joining in the discussion on your regional discussion board.
 After you have done some reading, come back and ask any specific questions you may have about making the most of TER, it can be a very good resource.
