I haven't submitted a review in a very long time and I have one that is in draft and I hit the submit button. Does that work?

I write the text in a word processor program, wait a couple days, and read it.  If I think it needs editing, I'll do that.  You still have to answer all the same questions to submit a review, although I think admin has eased up on the process.  (I haven't written one in a while, so I may not be up on what you have to do to submit a review.)  I'm pretty sure you still have have to jump thru the hoops to do a review.

You might want to use the  contact us button and ask admin about what you want to do.  It might be explained in the review rules page you get when you try to submit a review.
