A provider can purchase the full VIP if they choose. Many do purchase the full VIP so they have access to everything on TER. This of course enables them to read the juicy details of any reviews. Some have stated here they read the reviews of potential clients in order to know what the client likes.

A provider that doesn't have the free limited Provider VIP or the paid full VIP can't read the juicy details.
