You can not tell if a client poster has VIP or not, however which can be frustrating sometimes.

If there is a little envelope following the poster's name, you click on it and it opens up a blank message.  You fill in what you want to say, and send it.

I thought if the client had the envelope after his handle, he could send and receive PM's.

There really is no way to tell if another member has VIP unless he actually receives and responds to your PM. At least currently, it would be nice if TER created a way to let you know whether or not another member could receive PM's.

Nope it only means it is not an alias. If he doesn't have VIP you with VIP can send to him but it just stores it until the next time he has VIP and can read them. So maybe we aren't all ignoring you just can't read the messages sent.
