Although a newbie, I know enough when contacting a provider not to mention money or sex. However, how does one ask if specific services are provided (along fetish and domination lines). As an example, I am looking at a provider's website where she states "explicit emails will be ignored!", yet on the same page, she states, "Tell me before the appointment if you have any 'Special requests' dom/fetish/fantasy...so all services can be charged accordingly"
How do I make my special requests without being explicit???
(BTW- why do escorts charge extra for dom/fetish/fantasy")

My personal take on that situation is that when you are looking for something a little out of the ordinary (which is fine), you need to be a little extra patient in how you go about getting it.

They don't want you talking about specifics because they are concerned about LE. So take the long-term approach. Book a session without going into your specifics. Have your fun and put the lady at ease. Show her you are trustworthy. Then talk to her. You will probably find that conversation flows much more easily once that initial rapport has been established.

Assuming the lady is one you would like to see again, you can go into all the detail you want in describing the next session you will have with her. Then you can have your special request/fantasy date with her and get precisely what you want. As trust grows, some boundaries ease. Just be respectful about it and you ought to do fine.

Generally, requests for certain things like a type of clothing, or the atmosphere (e.g. candlelit) are perfectly OK.

Delving into some kinds of BD/SM stuff is questionable (e.g. tieing one up with leather straps).

Straight out sex acts is verboten.
