Personally, I don't feel that a person who simply refuses to provide the screening info you require is a blacklist-worthy offense but you are entitled to your opinion.
It can be very frustrating, but it's part of the business and I don't feel like spending MORE time on these jokers by going to the trouble of reporting them.
Now if they eat up a significant amount of your time with repeated calls, emails, stringing you along by saying they'll send the required details soon..... yes, that's extremely rude behavior and I've seen many blacklists for just that.
But if it's only an email/PM or two and then he moves on? I think that's fairly normal and to be expected.
If I blacklisted everyone who sent me a message but then balked once I told him what I require, I'd be spending a large chunk of time every week just making such reports.
They don't want to give up their info? That's totally fine. Next!
All that being said, if you want to blacklist clients for any offense then VerifyHim, NationalBlackList, and SafeOffice are the main sites.
