How much experience would you recommend before attempting to see a provider with no reviews? The girl I'm thinking about seeing didn't pop up on a random search. She has is playing things carefully, and wouldn't even show me a picture without references.

I would not necessarily look to specific answers to any questions, but rather would feel them out, if they are willing, in a phone call to get a sense of their personality, etc. You have to have a sense of your own ability to judge character. You can chat about just about any topic and pick up clues as to whether this person is for real, and is the type of person you want to meet. If she is sharp, she'll be doing the same with you

I wonder if the reviews are legit.

I'd say at least a year and a dozen or more known providers... you'll devolupe a feel for how this game is played & if something is off.

The guy shows up, gets a hug & a kiss, gives her the donation. He suggests they get naked... She jumps up & screams "What kind of a girls do you think I am?" or "I don't do that!" and walks out
I can't even imagine contacting a woman who's ad contained no pics. and if she asked for references before showing a pic our conversation would end right then and there. Assuming I was drunk and bored enough to contact her in the first place which is HIGHLY unlikely
Which begs the question, Why are you contacting unreviewed providers with no reviews in the first place? With all the effort you have already put in, you could have already seen someone else more credible by now.
Here is my advice. Drop your efforts to see her and go book with someone with pictures and reviews.

I must have met 50 different gals over the course of ten years or so. Of those, 80% or more were at least a 7 in looks, and performance was even better.

I have no idea how many women I met through the weekly entertainment papers like Creative Loafing, but between them, and the Yellow page escort ads over a period of a couple of decades I must have met several hundred women that way. I can't say that anywhere near 80% of them were 7's or better

I did the personal ad and the yellow page thing too. There were many who were unsatisfactory. I would say the yellow page percentage was probably better than the personal ads.

Some of the best looking hookers I have been with were SWs from Waikiki. Maybe not the best service, but we're just talking looks here.
However, the heydays were the 80s and 90s, and maybe into the very early 00s. I think after that the hotties moved to the Internet. SWs are still out there, walking the track in Waikiki, but the total number is a lot less now, and the really hot ones are few and far between. One of the reasons I contacted her is that a fellow guest with more experience already posted that her pics were great and he'd see her. Normally I would wait for guys like that to write reviews, but she's visiting and I don't know when or if she'll be back.
I don't understand the necessity to take one for the proverbial team. Based on your reviews, I'll presume you hobby in Minnesota. A major city. I typed in the search criteria a range of 5-9999 reviews. The first 20 pages (300 women) of reviews alone only go back to July 2016. So in reality, you have a LOT of current well reviewed ladies to select from.
You have to think with the big head (At times, tough for all of us). There are so many choices of well reviewed ladies available to you, I am not sure why you feel the need to even risk this encounter. There is too much anxiety already on your part. There should be ZERO doubt about the legitimacy of a provider as you walk into a session. If you have any reservations, you should never have set up the appointment in the first place.
The handful of times I have seen "un-reviewed" or minimally reviewed women, there were valid reasons:
1. One lady had Zero reviews solo, but her doubles partner was extremely well respected/ well reviewed in the TER community
2. One lady had a large time gap in her review history (several years from her last review), but I spoke to a hobbyist I know who had been seeing her under the radar and he explained the reason for her hiatus (which matched what she had told me) She had been very well reviewed before her break.
3. One lady had a handful of reviews but was close friends with three ladies (who all vouched for her) each of whom I had seen multiple times.
So while there are situations that arise that indicate its prob. okay to see a minimally reviewed (or no reviews at all), I would not make a habit of doing so. If you stick with a formula of seeing well reviewed ladies from hobbyists who have reviewed multiple ladies, there is a good chance you will have an enjoyable session.

Nothing wrong with asking her for some references in the form of TER clients she's seen or perhaps other respected providers on TER. If she's on some other "verification" site she can provide something there too.
If she cannot do anything like that I'd say pass or tread very, very carefully (you can read that in an Elmer Fudd voice if you'd like too 
She claims to be brand new, and has only seen some clients through her provider friend in NYC. I don't know if any of them are on TER.
If the pics are to your satisfaction and her friend is both reviewed and willing to vouch for her, you have at least established a reasonable expectation that she is legit and not LE. Her performance will still be a TOFTT, but the major risk of her being LE or an ROB have been reduced considerably.
Thanks for the advice. I thought about checking out her friend, seeing what sort of provider she is. But I didn't know the proper for having one "vouch" for the other.
From the specifics (no reviews, no pictures), I suggest you stay away no matter what. Until some others have established her cred.
But another aspect of when to TOFTT depends on the specifics of your experience. If you are all outcall, maybe you shouldn't TOFTT on your first time incall. If you know the AMPs from here to Timbuktu, don't assume that your experience in that milieu will apply to your first TOFTT upscale unreviewed indy hookup.
On the flip side, all those hotel room visits might not prepare you for what is right and what is suspicious during your first TOFTT unreviewed AMP experience.
If you are more familiar with a particular kind of experience, you might be more comfortable making an attempt to TOFTT.

You saw a pic that grabbed your interest? Where? I saw a disaster of a site with a background that could've been a pic of a woman. It was blown up so huge it was all fuzzy. If it was a picture of a woman, it was about a quarter of her. I think I see some blonde hair, the outside of a hip and maybe a calf? The good news is, if the OP does TOFTT, he won't get arrested. Even LE would have their shit together better than that.

Ok the website still sucks and and there is no face shot, but the body does look good. I guess the site wasn't mobile friendly which is why we only saw part of the picture on our phones.

Normally I would wait for guys like that to report back, but like I said above she is visiting and I don't know if or when she'll be back. Of course, it would be safer to sit on the bench for this round, see if any Minnesotans review her, then wait for her to come back.
That's why I said to PM the guy right away and ask him if he wouldn't mind letting you know if he sees her. He may or may not agree, and he may even ignore your PM, but it's worth a shot. If he does see her and gets back to you soon, then you'll have info from a guy with 128 reviews and it should be much easier to make your decision. If you wait for a review, she may be long gone. If you guys shared one or more ladies, you now have something in common, he might be more willing to help you. Also that gives you a sense of his taste as compared to yours.

We don't have anyone in common; I checked. He reviewed a girl I came close to seeing. It wasn't NC/NS exactly, but miscommunication. I drove half an hour or more to see her and was left hanging. But I don't hold it against her (I swear), and would see her if I had the opportunity.

Either she did absolutely zero research prior to starting or she is just plain dumb. She's 29 so usually ladies who start this when they are older and have another career are a bit more business minded when it comes to setting up their persona. Outside of that, things just seem to be a bit off.
It is really unusual to start out your career with a tour. Tours can be uncertain and if you aren't familiar with the area, even more uncomfortable. On top of that, you aren't building a base of regulars that you need to become successful. She's from San Fran and decides to come to Minnesota of all places? Weird. If she is from San Fran, $300/hr? That's like BP donations there. It's fine for Minnesota but if she is going to go back to San Fran, it'll be a shitshow.

I get what you're saying, but that's only if she's trying to build a business. There are a lot of reasons providers join the hobby, and some have more limited intentions. I take her unwillingness to share pictures and the quality of the website as a sort of extreme form of UTR.

Sure, but I think you are overlooking these red flags because you want to see her. Tours are expensive, let's say she is staying at a mid range hotel for the four days of her tour. That's at least $600 and the cheapest flight is $500. So she'd have to do almost four appointments just to break even.
Again, this begs the question why is she touring? If she could make double in San Fran without any of the touring costs....
These are questions I was wondering about as well. While I firmly believe that every lady is entitled to run her business as she pleases, touring as a starting point is quite odd. Not only does the math point to this, but in my opinion it wouldn't make sense to start that far from home in case things did not go well. I could understand NY more if she has a provider friend there, but Minnesota (while I loved touring there) seems an odd first choice.
That being said, I would agree with the general consensus of allowing someone more experienced in the hobby to see her first. If you decide to provide her with references, I would give the ladies you have seen a heads up too. A lot of us would be hesitant to fulfill a reference request for a lady who has that little web presence and isn't well known.
