If not, do they have a frequency as well?

No. You can post one photo per day and one ad (on your regional board) every 7 days. EOM

There is a restriction about photos on the photo only board...

...A particular photo may be used only once a month. Ex: Any photo you have posted from Aug 1 to now can't be used again until September.
