P411 discount listed already included in hour price

I had question about how that P411 discounted list is applied. Usually a provider might have something like this:

Donation: $350/hr USD
P411 Discount: $30.00 off

Does this mean she will take $30 off the $350? Or does that $350 price already include the supposed P411 discount?

It would be $30 off the $350.

If she has a site, you can check her rates there and most of the time a provider won't include the p411 discount on her site.
