The so-called local boards like BP, while a cheap ad source for some good providers, is predominantly a mine field where TOFTT isn't often going to have a happy TOFTT ending.
Those sites are epicenters of ripoff providers, bait and switch, terrible pictures, fake pictures, and many people consider them a waste of time because the providers aren't reviewed, and you can barely see a substantial percentage of them in their out of focus pictures.
I'm not sure how you are linking age to flakiness or more precisely the behavior you are describing is unreliabiity pure and simple. I don't think it has anything to do with age of the provider, but it may have something to do with the upbringing of the providers you find unreliable.
And "get what you pay for" in the hobby is an huge oversimplification, because very expensive does not necessarily guarantee a fantastic experience.

I'm a newbie who has seen 10 providers in the past six weeks and I started out with ladies around 38 years old then decided to check out the 20 somethings and had my best experience with a well reviewed 24 year old (all these ladies in the 300hr range well reviewed on TER) then tried some other early 20's ladies on local [moderated] board who had good reviews there who offered good half hour deals and then the flakiness began, missed appointments, not returning emails for 2 days, chain smoking, drinking wine at 11 am appointments etc. I guess you get what you pay for just like in civvie life, I've never been tempted to deal with Backpage, or [moderated] girls because most of them look like they just took their streetwalking heels indoors to a cheap motel and logged onto the net. Anyone have any thoughts about the reliability of older vs younger providers?

Younger providers can be flaky, or dependable, and so can older providers. I agree with the previous replies. It probably has a lot more to do with where you are finding these gals, and general quality than the age. You mentioned yourself the first few gals were well reviewed on TER, and your best experience was with a 24 year old. Then you switched to finding ladies from other sites, and ladies who have "half hour specials, etc. That's not to say all TER ladies are good, and all ladies from other sites are bad,But your odds are probably better with TER, and no matter where you find them, you need to do more research.
By the way, TER has rules about mentioning competitive sites. If you can still edit your post, you may want to "x" out the names you mentioned, before the whole thread gets pulled by admin.
We not only want Providers with good taste but we want providers who taste good.
Anyone can flake out or have moments of clairity. TER is your best bet to find providers of any age who will provide you with what you seek.
Now clean up, visit the ATM and go have some fun. And if by chance you have a bad experience just chalk it up as that and keep fishing. Read the reviews, read the reviews and oh yeah, read the reviews.
