My thought is that the TER Forum Software is home grown, written by TER programmers many years ago. I don't think they have the manpower to add and debug lots of desirable features. You are probably familiar with other forums that probably use more up to date forum software (public domain or proprietary).
Some people have suggested that TER make a switch to new, up to date forum software. Some aspects of the change would be easy but porting the old database would probably be very difficult and make a lot of people angry. Personally, I say, the sooner the better for making a change. People have asked for better threading, better searching (MAJOR request), calendaring, preview, notifications, and lots of other things available in other Forum Software. Is there a reason why that is so?
I'd thought that a new post would automatically push that thread to the top of the sorted list and was wondering if there was a reason why that is not so.

Very large boards, such as TER, are going to have a considerable number of trolls (As if we didn't know this already.) who will delight in posting onto threads that should by all rights have died a horrible death days ago, just to bring them up to the fore in order to be annoying. I have to say that I agree with this argument.
I've been on some smaller boards where this feature of reviving old threads worked out fine, but then people tended to control themselves, something that is often lacking here.
Here's what you can do however: If there is an old thread that you would like to revive, you can start a new thread and link the old thread in there so that people who want to go back to it and do so. There is prohibition on that

Modern forum software has all sorts of tweaks and bumping threads with new replies to the top of the list need not be the default. A personal notification feature or color change when there is a new post or some other tweak maintains the preferred order (currently, time of OP determines placement on the list).
If TER were to make a switch to better forum software maybe they would also bring back a greater degree of moderation until people got the hang of it. Moderators would help to remove troll posts or keep them out altogether.
