I doubt that TER is going to write to a competitor and demand that a review be taken down. A simple rewording of the review could make that impossible or a changing of the time stamp on the competing site could make it look like the OP is the culprit.
The OP is better off by taking his complaint to the other board and shaming the copy cat on a thread.

OP can't sue (or use DCMA) to protect someone ELSE'S rights. TER has to do it to protect themselves. I mean, that's why we pay the big bucks to TER, so they can maintain a Premier Product with authentic and original "fictitious stories" about hobbying experiences, right?
If OP wants to get into an argument on the other site, that's up to him, but not likely to be productive.
What I should also add is that I have seen TER reviews that rip off and plagiarize other TER reviews!! Someone copied some of my review, word-for-word, into a their review! Other parts were copied from other reviewers. Sheesh
I found a review here that I'd posted on another site which had been lifted word for word. I informed TER and they banned the guy. People do it to get two weeks of free VIP.
It's telling that you stated that you review was commandeered and posted on another board. I would think that's as easy as copy and paste, unfortunately.
As for how you deal with shit like that, what is there to say? Complain to the moderator of the other board that your review from TER was hijacked? Good luck with that. If the dude "doodles" is a TER member, or has reviews here, I suppose you can take your complaint to the board administrators here, and let them take whatever action they deem appropriate in response. Otherwise, I'd just chalk it up, and move forward.
Also, I disagree that issues such as this makes this board useless. I've been hobbying for over a decade, and in my experience, TER has a relatively high degree of integrity, and is a valuable resource when choosing providers to see. But that's just me...YMMV always applies.
