I'm new to this town and want to know who Luigi is.  When he recommends a Cityvibe provider, does that mean FS can be expected, even if she has no TER review?  Does Luigi have his own website?

I think it's fair to say that anyone on Cityvibe is a FS provider unless explicitly noted.

Luigi is probably a pseudonym used by the site to inject "personality" into it.
