A woman who police say ran a New York City escort service that hired underage runaway girls and netted $30 million over 10 years was expected to turn herself in to police, authorities said Friday.

Julie Moya, 29, of Freeport, was identified as the madam behind "Julie's of New York City," the focus of a yearlong police investigation. The business's Web site showed pictures of young women, scantily clad in lingerie, for hire by "the discerning, knowledgeable and successful gentleman." The service advertised rates ranging from $200 to $400 for a one-hour appointment.

Moya's attorney, Dan Ollen of Manhattan, denied Friday night that the service had hired underage girls.

"The notion that there were underage girls employed by Julie is the product of a vivid but twisted imagination," Ollen said. "It is a complete fabrication."

Thursday night, 25 people throughout the city and Nassau County were arrested. Fifteen were prostitutes; others were clients, including a lawyer and a teacher, and security workers employed by Julie's.

They were awaiting arraignment late Friday or early Saturday in Manhattan Criminal Court on charges of prostitution, promoting prostitution, enterprise corruption and money laundering, police said.

Among those arrested was Thomas Nooter, 55, of Kips Bay, a defense attorney who in 2003 represented an Iraqi diplomat's son who was charged with spying for Saddam Hussein's secret police.

Police said they also found small amounts of narcotics and about $2,000 in cash in several locations.

Business records gave the firm's name as "Julie NYC Party Planner," with Moya as the owner and an address of 500 W. 44th St.

Authorities still were looking for some underage runaway girls believed to be associated with the service, which advertises "young, attractive, healthy and personable girls." One 15-year-old is known to the department, police said. At one point during the investigation, a female undercover member of the Manhattan South Vice Enforcement Division went in and applied for a job with the service and was told she would have to perform sex acts as part of the job, police said.

In the city Thursday, search warrants for prostitutes were executed at several locations. Two additional locations in Nassau County were targeted.

The service, which employed 25 prostitutes, generated $3 million per year over the past decade, police said. Payments were accepted in cash only.

More arrests are expected in the coming days, police said.

Wow, I'm I the only one who thought that Julie was much older than 29?

I met her son one time and he was 18 then and she has an adopted son that at that time was 17. I would say she is in her late 30's to early 40's.

She got BUSTED!  Isn't that bad for her?!?!?

I see that New York's finest are quite active these days. Oh well, maybe in the near future. Here's another link to the story from NY Post.

Julie was just way too successful to have taken a risk hiring underage talent. Certainly not at rates starting at $150.

Exactly, and anyone who has ever been there knows that the place was a pretty decent operation as far as conditions go.  This is not some third world slavery smuggling place.  Everyone who worked there did so on their own will and everyone was of legal age.  I'm amazed you guys aren't completely furious about this all.  Are you all that naive?  How can any intelligent person say this is about minors when all the charges are $ related?  Not one count of endangering the welfare of a minor or anything like that.  2 clients were arrested for just being there.  And so many on this board rally around LE and say it was a good thing.  NOT ONE CHARGE DEALING WITH MINORS, can't you see this is just something they use to justify a huge investigation and arresting people for something that is between consenting adults and is actually legal in some parts of this country and in many other countries as well?

Please don't tell me I'm the only one here who understands whats really going on.

...but did you understand any of the responses?  I don't think we have an LE support group here!

Oh I sure did.  But check out some of the posts below.  Anyone who really believes this about minors or runaways simply does not get it.

I have been out of town for a few weeks (luckily?!) and I did not see the posts on the previous page.  You are right...anyhow, as I reach 45, I find that 20something years old are making me feel like a pedophile.  Geez...I wonder if an agency that specialized in 38+ women would get busted?  Hmmmm...ladies, want to come out of retirement?  We need you back!

The last four busts that have made the papers have all sited "underaged" talent, however as you aptly point out, where are the charges? Usually the John's arent even mentioned in the articles. I personally know of a few busts where they let the poor shmo's go home after verifying their identity. I agree that as long as tax paying citizens are engaging in these acts behind closed doors, with legal providers, the city should leave them be. You can't use the detrimental to the neighborhood argument (cited in areas with street walkers and drug dealers), because in most cases, no one even knows these places are in the neighborhoods.
