Unless they added a hobbyist section I missed. From what I’ve seen Rochester just doesn’t get much traffic from providers. There have been some that do post they’re passing through here it’s just been an issue of conflicting schedules.  

I may check out p411 i prefer to lurk instead of joining sites. TER being the exception as I needed a way to be verified.

Hello. I’m fully aware this board is NYC centric but until TER makes an Upstate NY board this will have to do. As the title suggests I’m looking for a provider (preferably based in Rochester) that allows bbbjcim. I prefer to start with just head sessions then work our way up to full service once we’ve developed rapport.

Some info about me: just turned 30, black male, gainfully employed, and considered to have a bbc.  I am primarily attracted to black women however all ethnicities are welcome. You're looking for provider to well ... provide for you (besides posting ISO's) right? That's why there's ads.  Hobbyist chat is on the reviewers board.  
You've pretty much been handed what you want and/or how to find more providers on a silver platter. "Pickings" for Rochester are a little slim but not that slim.
The lady I even mentioned is a local.  You should probably join P411(which again has 13-15 women on there at any given times (sometimes a little less, sometimes a little more)) ... unless you want to post the same ISO every other week.  All the best.
